One (1) electronic and/or two (2) hard copies of your technical and cost proposals and/or a flash drive or similar device that contains your proposals in either Microsoft Word or PDF format are due no later than 1:30 PM on March 19, 2021, via email and/or in a sealed package or packages. 

Each submitted proposal should be marked clearly on its exterior packaging and/or email subject line that it is in response to Bull Street Window Replacement RFP #2021-03. All proposals should be emailed and/or delivered to:

Live Oak Public Libraries (LOPL) is soliciting proposals from qualified vendors for Asymmetrical (Asynchronous) and/or Symmetrical (Synchronous) Internet Access services for sixteen (16) sites.

2021 E-Rate Internet Services RFP Questions & Answers

Information will be posted in response to written questions submitted.

Question 1:
Does an RFP respondent need to submit a hardcopy of the RFP proposal, or is an electronic version allowed?

Answer:
Per the RFP, a hardcopy of the RFP proposal must be submitted per the instructions below:

Question 2:
Exhibit B-Proposal Signature Page has a requirement for the vendor, if selected, to provide a Performance Bond.

  • Are you looking for a Bond to support the Performance of the Service?
    or
  • Are you looking for a Bond to support the integrity of the Proposal?

Following the answer to either of those questions, then can you advise what the Bond is to cover given the RFP outlines SLA requirements:

  • The totality of the contract value
    or
  • A percentage of the contract value

Answer:
The performance bond is required for the total value of the contract (as opposed to a portion of the value of the contract) to ensure the performance of the contract (as opposed to ensuring the value of the integrity of the proposal).


Question 3:
Can an electronic version of the RFP response be sent in addition to the required hardcopy RFP response?

Answer:
Yes, an electronic copy of the RFP response can be sent in addition to the required hardcopy RFP response. However, the hardcopy is the official response and must be submitted according to the RFP requirements.


Question 4:
On the "Evidence of Performance Bond", page 18, Exhibit-B lists "Bidder MUST provide Federal EIN and E-Rate SPIN" numbers. Is that section requiring the Performance Bond provider's or the RFP respondent's information?

Answer:
The term "bidder" is the RFP respondent.
